My opinion. However, Royal Caribbean and Carnival do rank number 1 and 2 on several polls and reviews.
Depends a lot on the passenger profile, but overall the best are:
SILVERSEAS
RADISON SEVEN SEAS
SEABOURNE.
Both Silverseas and Seabourne are part of the Carnival Corp, but the ships are small, very high profile, excellent service.
To give you an idea, Carnival nowadays has a ratio of
1 crew member x 3 passengers.
Silverseas ratio is 1 Crew x 1 pax.
Also it´s usualy all inclusive, and that includes the bars.
Its a compleatly diferent level.
